Two details to check: the processor must support SSE4.2 and SSSE3 (every Intel and AMD chip from the last decade does), and the game is 64-bit only.

What the requirements mean in practice
Football Manager is not a graphics-heavy game. Most of your time is spent in menus, tables and the tactics screen, so the graphics card only matters for the 3D match engine. That is why the minimum list includes Intel HD 530, the integrated graphics of a 2015 Intel processor.
The processor matters most. Every time you press Continue, FM27 simulates matches, transfers and player development across every league you have loaded. RAM decides how big your save can be. 6 GB runs a small database with a few leagues. 12 GB is the comfortable level for big saves with many playable leagues. With 8 GB, keep your browser closed while you play.

Play FM27 free before launch: the Launch Preview
This year the Beta is replaced by a Launch Preview:
- October 29 at 6 pm GMT to November 3: free for everyone on PC and Mac, with every game mode and no pre-purchase needed.
- From November 3 to launch: you need a pre-purchase from an approved digital store, or play through Game Pass.
- Your save carries over to the full game, even if you started it during the free week.
- Some club and player assets may be missing in the preview build.
It is the easiest way to test FM27 on your own PC before you pay for it.

How to make FM27 run faster on an older PC
- Load fewer leagues. This is the single biggest speed boost: fewer playable leagues means faster processing.
- Use a smaller database size when you start a new career.
- Lower the 3D match quality in the preferences, or watch matches in 2D on integrated graphics.
- Close your browser and other apps, especially with 8 GB of RAM or less.
- Install the game on an SSD to cut loading and saving times.
- Update your graphics driver from the NVIDIA app or AMD Software.
- On a laptop, plug in the charger and set Windows to Best performance.
