The remaster brings new textures, a reworked interface, 4K resolution, updated cutscenes, a new Photo Mode and a Cheat Mode. You can swap between heroes like Shrek, Donkey, Puss in Boots and Gingy at any time.
What the requirements mean for your PC
Windows 11 is listed for both minimum and recommended
Both columns ask for Windows 11 64-bit. Many games that list Windows 11 still run on Windows 10, but Aspyr has not said so. If you are still on Windows 10, keep that in mind before you buy, and check the Steam page for an update to the specs.
The processor is the surprise
An i5-10400 or Ryzen 5 3600 is a 6-core, 12-thread processor from 2019 and 2020. That is a high minimum for a remaster of a 2004 game. Interestingly, the i5-10400 appears in both the minimum and the recommended column, so this is probably a safe baseline rather than a hard limit. Older 4-core processors may still run it, but there is no guarantee.

The graphics card is easy to meet
A GTX 1060 or RX 570 is an 8-year-old mid-range card, and most gaming PCs from the last few years beat it. Any RTX 2060, RTX 3050, GTX 1660 Super, RX 6600 or newer is above the minimum. For the recommended GTX 1070 / RX 5700, an RTX 3060 or RX 6600 XT is more than enough.

Yes, most gaming laptops from the last five years should be fine: a laptop RTX 3050 or better is above the minimum. Thin laptops with only Intel Iris Xe or older integrated graphics are below the official specs.
